Yes, you do have one more chance left with you. Screen out appearance in ISSB is not counted.

    Assalam-0-Alaicum Sir,

Sir i am very much willig to be a part of Pak Army one day Insha Allah.Sir i have a query about the recent course of Signal and Corps Short Service Commission. There it is written that if you are not recommended twice for post graduate entries you are not eligible to apply.Nothing else have been written there.Sir i am rejected twice before my graduation and once after for Post graduate Course.

Nope, I regret to inform you that you do not have any chances left. Don’t feel bad about it. Believe that you are destined to some other profession.

Your chance is not wasted. You are still a recommended candidate. Please send an application to GHQ, PA Dte alongwith a copy of your recommendation letter and ask them to include your name for ICTO course which is also IT specialist course in Pakistan Army. [I hope you have already done that, as they had advertised in the news papers]
I cannot tell you the reasons for not being able to make it through the final merit as it is not our domain. This all is done by the respective service HQ.
Send a copy of your application and recommendation letter to us as well.

Female candidates have lesser number of obstacles to negotiate. Don’t worry much as these are the easiest among all which are kept for the ladies.
